          The author compares China to Tortoise and America hare in Aaesop's fables. At the beginning, the author put forward a question:" Is China challenging the United States for global leadership? Then he points out the gradual change China has made in the global stage. In 1992, under the guidance of Deng Xiaoping's admonition that China should keep a low profile, never take the lead...and make a difference. Then the attitudes shifted a little to make a difference "actively".  And in recent years, the term “Chinese solution” goes viral, seeming that China are competing America for global leadership. But by listing what China has done in the recent three to four years, China's most ambitious foreign policy, the Belt and Road Initiative, is not aimed at challenge America for global leadership. Actually, China is assuming more responsibilities in the global game, being the third largest donor of UN's budge and the second largest in UN peace-keeping campaign. And notably, China has made dramatic change in climate change campaign, from an obstacle to a reliable and responsible participant. In contrast, for America's part, the administration is dashing from one policy to another, away from shouldering its due responsibilities. The author answers the question he raises at the beginning by quoting a senior Foreign Ministry official's remark that " it is not China running to the front, but rather the front runners have stepped back, leaving the place for China."
