The app stores are big businesses, with combined sales last year of $133bn, three times the total five years earlier (see chart). Apple and Google take a cut(份额) of up to(最多) 30%, which is thought to contribute a fifth of the operating profits(主营业务利润) at Apple and Alphabet,Google’s parent company. The 30% levy(税额) began in Apple’s iTunes music store and was copied to its iPhone app store, launched in 2008. As people came to use their phones for gaming, streaming and much else, it evolved into a tax on digital activity(线上活动). Sign up to(注册=sign up=sign in 登录) a service like Disney+ on your phone and Apple or Google get a cut of your subscription(订阅) for ever. Last summer South Korea banned app stores from forcing developers to use a particular payment system.In December Dutch regulators made a similar ruling(裁决) against Apple, after acomplaint by developers of dating apps. On March 23rd the trend went global.Google announced a deal with Spotify, a vocal(直言不讳的) critic(批评者) of app-store fees, to let the music-streamer handle its own billing(n. 开具账单). Google will lower its commission rate(佣金费率), probably in line with(be in line with sth. 与某物一致) the four-percentage-point cut agreed in SouthKorea. It says more deals are on the way(即将发生). Google’s magnanimity(宽宏大量) anticipates(先于..做、行动) laws that may require bigger concessions. A bill before(当面) America’s Congress would force app stores to allow payment alternatives(另一种选择) and let apps advertise other ways to sign up. A bigger threat comes from the EU’s Digital Markets Act (法案-已经完成)(DMA), approved in draft(草案) form on March 24th. The colossal(巨大的) bill(法案-还是提议) covers various aspects of digital markets, including app stores. The DMA, whichis on track(be on track 可能会做到某事) to come into force(come/enter into force 法律、规则 开始生效) next year, would force mobile platforms to allow third-party(第三方的) app stores and “sideloading(侧载 不通过官方应用商店而下载安装)” of apps directly from theweb—something Google permits but Apple does not. Offenders(违法者) face fines of up to20% of worldwide revenue and bans on acquisitions(收购). Breaking open(敲开 砸开) walled gardens, the DMA’s proponents(倡导者 opponent 反对者) say, will strengthen competition.
Apple’s boss, Tim Cook,has warned that sideloading would “destroy the security of the iPhone”. That is a bit much(行为有点过分): Apple allows sideloading on its desktop computers(台式电脑 laptop 笔记本电脑) without calamity(灾难 calamitous 灾难性的).But Apple’s much bigger share of the mobile market could make the iPhone a juicier(有吸引力的) target for malware(恶意软件 =malicious software 补充:malcontent 不满的人 malnutrition 营养不良).
