格式威治时间比北京时间慢8个小时，通过小时加上8个小时就是北京时间。
但需要注意，加上8个小时后的影响：
（1）判断小时数值是不是大于24了，是的话当前时间的天就要相应的加1；（2）判断天数值是不是大于当前年月对应的最大天数了，是的话当前的月要相应的加1；
（3）判断月数值是不是大于12了，是的话当前的年要相应的加1.
